Installing akMPC4kU.sys & OSLoder.exe!

When I try to install I get a red X that says: install.res.?.dll. And when OSLoader.exe I get a error message that says: A Z4/Z8 or MPC4000 was not found on USB. A device must be connected via USB before its Operating System can be upgraded with this utility! My USB is connected. Can I please get some help?

Did you use a Windows version compatible with such old software ?
Execute as admin and setting compatibility mode for the OSLoader.exe might help, but I‘m not familiar with the Windows process.
(using Mac OS9 myself)

I'm using Windows 10. I've tried to run the admin that's the message I'm getting. I get the program fine it'll open and everything, my sounds just don't load in my MPC! Unless I'm not running the program correct. I get not action in the program/app.
