The cheapest would be any synth featuring an audio in socket. Failing that, try to get hold of a versatile Waldorf 4pole filter. There are many DIY classic 12/24db filters available on the net, you may want to snoop around the muffwiggler forums for in-depth tech informations.
Another way to go is to use any computer with a decent soundcard and software to pass through your sample(s).

Get a Moog MF101 (not cheap), turn up the drive knob (!), lowpass, thank me later... :mrgreen: :wink: :fku: :smoker:

i use an old KP2 which has a phono input and a small sampler built in... so I record the sample real quick to one of the two pads on the kp2 (which involves pushing a button and pushing it again to stop recording... you get like 5 or 10 seconds max) anyhow.. then you can play back the sample while trying each effect, adjusting the filter... etc.
