does "fully expanded memory" for mpc60 just mean the 3.xx up

no , it means that additional ram has been installed ( optional in the original 60 , the linn upgrade is more recent ) , the 3000 upgrade is something else .

Fuly expanded 'with OS 3.1' mans it has the linn upgrade (check if they got scsi too)
fully expanded memory means you have 26.2 seconds of sample time, instead of 13.1

how do you know if you have the ram upgrade and where can this be purchased?

go to the sample screen with no sounds loaded and set the seconds to the highest you can.
