Card Reader Problem

I just installed the CF reader into the 2kXL and it is just constantly saying no floppy. I am thinking maybe its the IDE cable? It has three connectors on it. I plugged the long end to the motherboard and the middle connector to the cf reader. I have also been hearing stuff about a jumper while I was SEARCHING, right now the black piece is over two pins laveled JP3, the ones that are not covered are LED. Please help, this has been a pain in the ass. Thanks!
