Something really strange is going on because I just tried it on mine exactly like you originally said, and even that worked.
The only time I have experienced what you describe is when there is another track which has the PGM field set to something besides 'OFF' and it is changing the DRUMX assignment to whatever that PGM field is set to.
That's the last thing I can tell you, are you using a brand new sequence, are all PGM fields (in main screen) set to OFF, and then again double check that each program has a unique program change number...by default they appear to be somewhat random so I have experienced what you are saying when I have NOT checked for unique midi program change numbers and when I AM using the PGM field in the main screen for each track.
That is the ONLY situation I can recreate this in...
You can't really 'load the PGMS the wrong way'...the MPC creates them 'the wrong way' by default (in that it assigns random program change numbers). All you can do is double check that those numbers are not interfering with things.
Shit, the only way I could be possibly sure is I guess if you made a video from turning the MPC on, to experiencing the problem. Otherwise I still lean towards the side of miscommunication between people over miscommunication between parts of the MPC (though it is still likely).
Edit: easier thing would be to simply try reinstalling the OS
