Exactly. If you're looping a 2 bar sample, your chops have to line up right or else you won't be able to get them in time. Also keep in mind that some songs the tempo will vary slightly because human's would play a lot of these songs in one or two takes in the days before digital editing. I will often make my chops(if it's like a simple soul loop) in 1/8 notes instead of 1/4 notes, this way if there is slight variation you can keep the pulse of the song on beat. This also allows you to play with the pitch more because the pulse is on beat, and can give the sample an interesting feel if you pitch it way down. Hope this made sense.
