it only sounds bad when you've heard the sample at several pitches... often i find you can tune it down for example, and it sounds okay.... but if you tried to do a melody with it, it sounds cheap. I suggest anyways that you try the feature out on everything because you might hear something cool.
Also, 16 levels tune is great for basslines (think of those sinewave bass tone style basslines, not bright sounding bass guitar)
another good thing to note is the filter, often when you change the pitch of something, it tends to make unwanted frequencies more audible or in focus, so the filter can help tame that down a bit.
The thing is, the mpc is pretty limited when it comes to sample mangling, so you really have to try everything out on every sample to see what can be done... often when you combine all the possible things to affect a sample together you wind up with something neat.
keep looping in mind too, if you make the loop really really small, it creates a buzzing sound that can be 16-levelled.
