Setting tempo of sample...

Is setting the tempo of a sample (say a 4 to 8 second sample) the same as setting the tempo of loop? I can't slow down the recording process of the sample since I lifted it off of movie. Just fishing for answers...thanks

It's not the same. Sounds like you might wanna look into timestretching or pitch-shifting. Also check the link below for a timestretch calculator link.
