I just ran into the same problem - and the thread had the answer. The deal was to put JUST the bin file on a newly formatted disk. I formatted the disk using a standard version of DOS.

I have a Mac, so I formatted the CF card in the Disk Utility with MS-DOS, and not MS-DOS (Fat 16, which I tried but did not work). Then I just copied over the bin file to the card, stuck the CF card in the MPC, and turned it on.
