Yeah if you go into Program then hit the pad you want then open the parameters for that pad you will see the basic envelope settings etc., I think you just go to the velocity setting then hit OPEN WINDOW button.. this will then show you everything you can choose to controll with your velocity....
But you will also see "Velocity Volume" parameter. Thats the one Im talking about.... directly opposite that is the parameter for fixing the velocity its all by itself on the other side...
