initialize pad assign: program or master

hi. i wonder about the difference between program and master. you can set it in the "program" mode when you go to "pad assign" and "open window".
when i take the master mode any note get a confused pad assignement and the other programs change in "pad assign: master" too. but what is it good for? can´t understand yet.
