When you chop a sample you are effectively creating a new copy of the sample in memory, so you have to have enough RAM free to do that.

You are / were very close to the memory limit of your machine when you recorded the vocal sample in, and now there is not enough room to add another 10-second vocal sample...even if it is split into 16 pieces, it's still the same amount of space as the original clip.

Suggestions:
Record /convert the sample to mono.
Reduce the sampling rate of the file (this takes a LONG time on the mpc).
Delete every little bit of silence you have in the vocal sample. Just split the vocal where there is no silence and save those sections (this is probably better than chopping a vocal actually).
If you've already got a lot of sounds taking up space, save the raw vocal track, then load it alone into memory. Now you can cut it up etc, and then load those new sounds into your program instead of the raw uncut vocal.
