Is it me or an OS bug?

So I have a pre-made midi program I use to trigger the sp 303 via the XL with. My problem is Pad 10 should trigger midi not #61, Pad 11 #62, and Pad 12 #63. It shows this way when I'm in the Program assign window and triggers fine while in that screen. The problem is when I go to the main screen or step edit window when I press Pad 10 Note #62 triggers not 61, and if I press Pad 9 it doesn't trigger Note #61 either.

My Setting are as follows. program set to midi : 1b
in the program field my sp303 midi pgm. is set to "Drum 3"

Is this a bug or something I'm doing wrong or missing. If I explained it in a confusing way let me know and I'll be more clearer.
