The cable pictured above is just a 1/4" TS to RCA cable. The TS means Tip, Sleeve which means mono. TRS mean Tip, Ring, Sleeve, which is stereo. That's why there are two 1/4" plugs on that cable above... It has two mono (TS) plugs, one Left and one Right.
I think these guys were meaning talking about stereo type cd players, not portables. If you wanted to sample from a portable, you'd have to get a cable similar to the one in the pic, but instead of the two rca jacks, you'd have to get one that had a headphone jack to plug into your walkman. I think you would also need to be able to set the headphone output on the portable to 'Line Out'.
