Loading a midi file, tracks load in offset by 1 track.

So I tried searching for this issue but couldn't find anything. When I load in a midi file to a sequence, it gets all the correct data and names, etc but everything is one track off. In my midi file, I have tracks go from 1-16, but when imported into the MPC, it puts them on tracks 2-17. Even making a midi file on the MPC itself, then bringing it on to my main computer, into FL studio to make edits to that midi file, saving it, and then bringing it back to the MPC, the tracks are offset again. I don't see why FL studio would be doing that? And I'm only using midi file type 1.
