I think everyone got this when they first tried the resampling feature. Basically, it's not hanging, it just takes it FOREVER to resample anything - try it with a short snare sample. Hit resample and go off and have a cup of tea - when you come back it should have done the job.
It's probably the most lame feature of the MPC - if you have a PC, I suggest resampling on that - it will take less than a second.

most common use of resampling is to save on effects channels.
if you have a sound with some effect on it in a specific way, you can resample the sample with the effecct and then use the effect channel on something else.

kinda like creating layers for editing sounds? isnt this done much more easily in peak or sparkle on a comp?

not sure whay you mean by creating layers. kinda like running your sample source through effects before sampling, but using one machine. original sample is the source, mpc effects are the effects, and mpc sampling it again in the mpc.
I guess it is easier to add effects in a computer, although would not be resampling it would be just adding effects. from what I hear resampling on the 2000XL is not worth the time.
