Most hardware tools don't have great timestretching capabilities, so if a sample is playing at 50bpm, no one is going to rap that slow to it.. therefore speeding it up put's it a tempo more hip-hop realistic.

well back in the day, samplers didnt have a whole lot of internal memory or sample time so the easiest way in most cases to get a phrase in was to sample it at a sped up pitch then slow it down and then chop.
