is there anyone who can explain how he does what he does between the first
12-30 seconds of the video...how he mixes it up and adds those notes via mpc within fragments of seconds of each other....is that step editing?

He's just laying down that harp sound onto his sequence. I don't think this video is in real time it's just a montage of clips of him working.

As far as how hes doing that as stated above it sounds like it was completed and he was just dropping in certain parts to make it seem as if he just made it. I could be wrong though.
