2000XL Bad Flash Rom?

I just picked up a used 2000XL. The problem is that the machine wants to load the OS from the floppy everytime the machine boots up. I've tried downloading the OS (v 1.14) and saving into the flash, but it still asks for the OS disk after the reboot. Is the flash ROM bad? Can this be fixed?
