does anyone know of a midi controller that picks up the 16 note feature on the mpc ? ........... this would be great.

16 note is MPC internal, no external control for that.
Stop getting automatically offended when you see gold letters!

if you hook up your midi controller to the mpc then set the sample to auto chromatic it should work, goto program then drum1 then hit the pad of the sample and click f5
edit: this is not the 16 note feature but it probably will do what u want
