On the back of the MPC there is a sticker that says it meets all kinds of safety requirements....CE is probably one of them. These standards dictate that any exposed metal surface MUST be grounded. It's for your safety. If a high voltage wire came into contact with your panel from the inside and you touched it...you would get a big shock. If it were grounded, then you would be cool. A painted surface is not considered a protective means against electrical shock. The safety standards make sure anything intended for human use is safe....once you take the cover off, then you are using the item in a way that was intended. That's a whole nother story.
