why does it have a low volume?
you should try to record it louder in the first step - ....because you CAN raise the volume afterwards in cubase (normalizing).
BUT you also raise the noise floor - which basically means that every sample you record has "noise" on it.
The louder you sample your stuff (without distorting it) - the "bigger" is the gap between the noise and your useful signal.
If you record it very low - the gap gets smaller.
Your signal might be just as loud as the noise that gets recorded.
when you raise the volume (normalizing is just an other form of turning the volume knob up) - you also raise the noise.
So you have to keep an eye on that - because it can **** up your sample.
