i'm not running any effects on it, even the master effects is off....

I looked at your wav file in an editor. After the kick's attack 32 samples are missing in the right channel. This is moving the right channel forward in time and causing the panning effect.
I have never experienced this myself but it smells like a bug.
How often does this occur?

niet zo vaak..
On occasion, i cant seem to think of anything that would couse the panning..
