Anyways, when I got My MPC I didn't know how to make a beat at all. All I used to do was loop shit in cool edit. I had an advantage though. I used to dig way before I started making beats so I already had madd sounds before I got it. It took me about a month to start making some "decent" beats from scratch.
For sounds go digging. Go to your local record store. Find what sounds appeal to you. If you can't find anything right away...go to the soul or jazz section look for dudes with big afros and titles like Intergalactic Funk or shit like that (lol) and start there! Notice stuff like record labels, producers, musicians, and years. Most stuff that's early 70's with a dude or dudette with a 'fro is a good bet at first!
BTW making a "rap beat" is just like composing any other music. You start with what works for you at the time. If you got a dope sample that you want to lace...cool start there. If you got a dope drum pattern...start there....Dooowutchyalike! Just make it dope!
