Sounds like a good deal. If you can't afford SX (I know it's more than a pocket full of change) SL is a steal for 300 (compared to SX at like 700 or whatever) and Sound Forge is a kick ass program as well.
Cubase has some minimalist sound editing features but for anything serious you need a dedicated editor.
One thing I've found I can use Cubase as a replacement for, beyond using it as a standard DAW, is a total replacement for Acid. I never ran into any serious kinks with timestretching in either environment, and loop sequencing is a breeze in Cubase, once you learn key commands and all. The only thing that's missing is automatic tempo/key matching which Acid accels at.
