question about step edit mode / step recording

what exactly is the note-on length number, the D value (decay? depth?) in step edit mode? is the number in milliseconds or ticks? how would you calculate an exact number for 1 measure length for instance? any help would be appreciated!!

it stands for DURATION. the notation is in TICKS.
