I use them as they are labeled mostly. High pass or low pass, I choose whichever suits what I want to do. Shave lower-mid frequencies use a high pass. Shave off upper mids-high frequencies use a low pass. Resonance control for how much "action" you hear at the cutoff settings cutoff frequency. That's about it really. In addition to proper pitching/detuning and EQ they are useful to layer drums or get sounds working together. And there's always the filter sweeps you hear in electronic music quite often.
