how do they sample a song but in the hole song they singin but in the sampled version you hear the melody of the beat but with out sining how do you do that??????

Get the mastertape without the vocal or try to get an instumental.

Skilled chops is the thing. Producers like Dre and Rza look for open instruments on the entire song to be sampled and chopped precisely. Later they cut and paste the chops together to form the instrumental sample. Its a long process but the result is rewarding.
