I think its a fair question.
1. A keyboard is not absolutely necessary... but if you only have an mpc you will indeed have to put together a song using only samples (which can be recorded off vinyl/cd, purchased, or recorded from a 'real' instrument.) You can get samples of various non-drum sounds and play them with the mpc.
2. Keyboards can help your production because they often come with many built-in sounds, unlike the mpc. These sounds can include guitar, bass, strings, pads, etc. etc.
3. Keyboards are also handy if you like to enter musical notes by playing on a piano-type keyboard, instead of hitting pads.
4. Not every keyboard comes with its own sounds, some are just 'controllers' to let you enter musical notes by hitting keys.
5. There are also computer programs which come with many built-in sounds and adjustment possibilities. You can trigger the software to make sounds by using your mpc pads.
