The answer depends on how 'time signature' is set, and depends on the tempo.

The key is learning to count beats. If you know how to count beats, it's easy::
in 4/4 timesig.,
ONE BAR == FOUR BEATS.
16 BARS == (wait for it) SIXTY FOUR BEATS.

Imagine a basic beat "Kick Snare K-Kick Snare" right?
that is 4 beats:: 1 2 3 4 lined up like that.
Practise tapping your foot along with it :).

1 Bar = 4 Beats (in a 4/4 time Sig)
4 Beats= 1,2,3,4 (Kik on the 1 and 3, Snare on the 2 and 4)

Damn, sleepersriddle you beat me to it. :D
