A tick as on your mpc = the smallest unit in a sequence for timing purposes (the sequencer counts in bars notes and ticks). On and MPC you have a resolution of 96 ppqn which means that a quarter note equals 96 ticks. If you want to program a note in the step edit that equals 1 whole note then you will have to set the length of that note to 384 ticks (96 * 4).
