Soundcloud doesn't really check content ID's... so you can upload it... but if you try and monetize your tracks you'll get asked to provide license information.

To know if the CDs are legal to use or not will depend on the licensing. Older sample CDs required the ownership of the CD to prove your license. Others were for the original purchaser. Nobody here can tell you if you can use the content you've bought or not, because there are so many different licenses.

I think there is small printing on the CD itself stating whether or not the sounds are free to use. I had a few drum CDs for loops and it read Free To Use; some were truly take and go, others you had to send them a written letter and the song you made to get free permission. It was all good then.

If not, research the CD and its publisher, it may lead you somewhere. Chances are, the company that produced the sounds, sold out to another company that sold out to another company that are now new owners to the rights. Not to be pessimistic, but it happens.
