T Pain Voice Effect

does anyone know how to do the T PAIN voice effect? is it a program?? what do you need??

first...... wrong forum..

second........the effect you hear in that garbage ass song is pitch shifting. You can acheive it with Auto Tune or similar pitch shifting software
