Where is that scratched sample from used in Steady Mobbin' that says "There Goes the Neighborhood?" I've wondered about that for years and never found the source. Anyone know?

So em, I got both the movie and the soundtrack to and that sample is nowhere on it.; watched and listened to it from beginning to end. Am I missing something obvious?
