The chorus goes 'Turn it UP - BRING THE NOISE!' if I recall correctly.

That vocal goes way back further than PE and Anthrax collab. I'm talking days of Kool Herc. But I was too young for that era in Hip Hop to know even though I heard that a lot during break dancing battles on the ave.

There's nothing more likely than that... PE sampled/cut that from Old School sources.
