i think it's Chipmunk Technique Number 9 by Formula Frank And The Trendonauts.

Kurt Cobain's first band, back when he was with Al Green's dermatologist. Collaborative effort with Aldo Nova was a concept album recorded in the YMCA locker room.

I don't know the sample but Dilla used it on De La Souls "Much More" off the "Grind Date" album.
