Pad control is relative to the program assigned. Pitch in this mode is actually just simulating pitch bend, so if you plug in a midi keyboard, pitch bend will have the same effect, but for the entire program.
That leads us to the correct answer. Go to Program List, click Misc, and there you have the pitch bend range. For some reason, it is set to 2/-2 by default. 12 or 24 (1 and 2 octaves) are more typical settings, but feel free to set it to whatever you need. Not easy to figure out coming from other MPCs, but that should do it!
