On the 2000xl I was able to create a program used for spreading a sample across my keyboard creating my own sound. How do I do this on the 4000?

You must assign the samples to the pads/keyboard in the program page.

When you create a keygroup program you can specify the range (Low and HI settings) on the PITCH page in the PROGRAM mode.
