Even a manager shouldn't charge up front.
Bottom line, the only way someone is going to get you on to something is if they want to, can make money from finding avenues for you to profit, etc.
Do you really think that even for $400, someone is going to take the time to take music they don't believe will sell, if they have even heard it, and push it to other people. I can't imagine having a worse job, even if the money is there.
