Sampling the sample record label

I was wondering...say an artist is on Jive records and he samples another artist from Jive records. Would he still have to go through the sample clearing procedure? I was wondering if there would be a discount or some kinda perk to this.

I remember DJ Shadow saying something about being on Universal and the hardest samples to clear were the Universal ones.

But thats probably cos they've got so many smaller labels under the Universal umbrella that A+Rs, clearance houses etc. didn't know who they were dealing with.

well...it could be easier or it could be harder...samples have more to do with publishing and music rights than labels
