How good is the 2500 EQ?
If I want to sample into the 2500 is it best to get a mixer?

Keep in mind, a mixer will only give you 2-5 bands of EQ (depending on what kind of mixer), a rackmount or software will give you up to 31 bands (depending on if it's graphic or parametric). So you kinda got to think of what the function of the EQ will be primarily before making a decision. PSP makes a great parametric EQ plug-in called the PSP Neon (very customizable, would highly recommend it).
If you're going with a mixer though, you need to make sure that you're getting a good enough mixer that it's not just taking the sound quality down a notch. Also, the EQ's on cheap mixers can be pretty harsh sounding and not very natural. If you can't get a good enough mixer you're probably better off using software plug-in's.
