To what degree can you shift the timing? just 1/8 (or whatever the tc value is), or can you nudge it slightly?

You can change the "Edit" field to Move. It then opens the same window when Moving in Seq Edit, so you can move tickwise. But you can apply it to any selection of pads you make in the grid.
