16 levels: tune: why not same length?

how do i strech out a sample over 16 levels of tune keeping the same length?

16 levels of tune, changes the pitch as well as the tempo.

You will have to experiment with the pitch shift functions (which doesn't alter tempo) in the TRIM menu to get the best results.

use ableton live...
