Chopping your sample can be a lot like sample offset, depending on how you use sample offset.
Example: take a drum break and load it into the MPC. Split it into 16 equal parts and assign to the pads in sequence, which takes a couple of seconds if you're slow. Now you can play your break by hitting the pads one by one in order (quantise will take care of making it all smooth if you're recording). But of course you can also vary the order that you hit the pads in - play the second row first, play the pads backwards, throw in a snare whenever you feel like it by hitting pad 3 or whatever, cut out a cymbal crash by not playing its pads, etc. etc.
A simple Meters break can keep you occupied for hours once it's mapped like that. You can turn it inside out and build something new and beautiful from it. Or you can butcher it depending on your approach... but unless I'm going for Venetian Snares madness that's the equivalent of offset on the MPC for me - rather than using 09C0, I hit pad 15 instead of pad 3. The MPC is an instrument and that's one way of playing it.
As for stutter, once again you can do it using a chopped break rather than a loop - just keep hitting the pad for the sound you want to stutter. In JJ OS (on the 1000) you can use the grid edit to reach crazy roll resolutions, or just use your fingers in real time.
There's no downside to chopping your loop because you can always a) keep a copy of the original in memory too, and b) have it play normally by hitting the pads in the right order.
Your fingers basically become the sample location pointer. I bet you'll find yourself knocking up fresh variations quicker than you can in Renoise.
