Sounds like you have VELO set to 100 for each pad in your program.
Did you open up a project that you made in a different OS?

There's the reason then. Projects created in OS1 and then opened in OS2XL have all manner of quirky things happen to them.
Have you checked the VELO setting in your programs?
Make sure they aren't set to 100. Try setting it to 40 or something.

Yes. VELO in program has priority over any velocity setting anywhere else... afaik.
If you set VELO in program to 0, then you have full control elsewhere in the mpc. All VELO in program does is set a velocity limit... so set it to 0 and it's not limited anymore. 100 means 100% velocity.
When you create a new project in JJOS2XL the VELO setting in program defaults to 50, but when you import an OS1 project I think it sets it to 100, which means any velocity changes in grid/step edit or on the main screen as you tap them in, are always 100% velocity which = 127.
Also, if your VELO is 100 in program, 16 levels velocity won't work.
