you have to sign up with paypal first. it will guide you through all of that.

It's a Japanese Paypal page...
If you already got a PayPal account,
click on the "Pay Fast With PayPal" link by the PayPal logo, somewhere in the middle of the page and you'll go to the Sign In screen...
