Programs don't load when loading a folder

Hi, I've had this problem for quite a few OS updates from JJ and I'm wondering if anyone else has the same issue. When I choose a folder and hit DO IT, this loads all the files within the folder except the programs. I have to then open up the folder and choose the programs to load. Is this normal? It would be nice if everything loaded inside the folder.

I am new to the 1000 and I am using 4.44b this seems to be my scenario too! Is this a bug or a feature request issue? Hmm
