Wow...I didn't even catch that.

But to answer your question, no that isn't normal.Take it back to the retailer if it's not to late :D

Even if the pads are at full level they still respond to velocity. The level just means the maximum volume they will play. If you want all the pads to play at max volume either use the "full level" button or set "Velocity>Level" for each pad in the program settings to 0.

If the volume of the pads is still inconsistent after that then you should probably try to exchange it.
