I open up FL Studio 10 XXL edition. I have a sample that I have normalized to (-0.1), but when I open it in FL Studio, the master volume meter is only peaking at around (-8) or maybe around (-7.9)

All of my normalized samples at (-0.1) do this. I DON'T have ANY plugins active and the master fader at the top AND on the mixer, are both set at 100% volume.

Why does FL Studio output volume like this?

Also, the FL Studio app volume on windows is set to 100%, as well. I don't understand it at all.

Maybe it's because you are jnot playing the sample at full velocity? Insert the notes of the sample in step-editor, then right-click channel and select Piano Roll. In Piano Roll you increase all the velocities underneath the notes from 78% to 100%.

This could be the issue... Just a guess.
