Can someone explain what the MPC accessibility does?

Can someone explain what the MPC accessibility does?

I see there's a pdf manual labelled "MPC accessibility guide", it explains how to hook it up but it doesn't explain what it's for or which accessibilities that you have. Can someone explain this "MPC accessibility"?
